bolt wont close, jc higgins

Hi,
trying to figure out why the bolt wont close on a sears and roebuck m103, jc higgins .410 .
this is a bolt action single shot.
I have cleaned out all the rust and soaked it with cleaner, but when I reassemble the bolt it will not go all the way forward to close.
Any help would be greatley appreciated.

Check in the extractor cut to see if there is debris stuck in there, or if the extractor itself is bent and hitting the chamber.
 
Did you possibly rotate the bolt as you were cleaning it. If you did the bolt is in the uncocked condition and you will need to rotate it back to cocked. The pin that engages the trigger needs to be straight down to reinsert it. This can usually be done by rotating the cocking piece on the rear of the bolt.
