You probably can, but accuracy may not be too good.
The 7.7 Jap uses .312" bullets normally, and has fast twist 1/9.5 rifling to stabilize the long heavy military bullets it used.
You might need to use a smaller expander button to get good neck tension with .310" bullets too, as the one supplied with 7.7 dies is for .312" bullets..
Japanese Arisakas have widely varying bore diameters. Mine is on the large side and likes the Hornady 174gr .312" bullets the best. The 7.62x39 bullets "may" work, but are probably going to be too short for the rifling twist in the Arisaka even if they fit the bore. But they should be fine for plinking at 50 yds or so.
