C&R FFL 03 question

Can one obtain a C&R FFL 03 at other than one's primary address?

I live in NYC and getting one there would just be a waste of money and time applying for it. Is it allowable to apply for one at a secondary address in another state?

No,you can't obtain a C&R licence in another state to avoid the laws of NY.You need to move out of New York into a free state.

Yes, you can. I know two individuals that are licensed in two states. One is licensed in California and Nevada. The other in California and Arizona. BATF is aware of both situations.

You just need a premesis address in each state.
