Sometimes yes, sometimes no. Depends on the area and the local ATF office. I believe a visit is more common in NY than the rest of the country.

This is news to me. I received my C&R several years ago and NEVER had any sort of face time with the BATF. Is this something new or something random?

They are allowed to audit your bound book once a year at the most (you can take it to their office if you want). They are not allowed to drop by unannounced like they can w/ an 01 FFL.

FWIW, I've never heard of anyone getting a C&R audit.

Speaking of a C&R License, I got mine a while back (maybe 8 months or so) and got the license, but never any supporting publications.

Should I call my local ATF (Atlanta) and have them send out whatever they forgot?

They send you a copy of the C&R list, the Federal Firearm Laws and a copy of the State Laws and Published Ordnances. You can download them from the ATF website in PDF format or request a printed copy if you prefer. Oh yea, they also send you a stack of 4473s, which you don't need.

I have had mine for about 5 years.

The BATFE has the right to come to your home or have you come to their office (their choice) and inspect your bound book once a year, as mentioned above. Unless you have an unusually high amount of firearms traffic and have defacto put yourself in the Dealer business it's no big deal.

I haven't heard a word from them except for all the big expensive publications they send me every year.

My local CLEO has been a royal PITA for years and very anti. If anyone would have abused the law to come intomy home it would have been him if he thought he could get away with it.

He even had his own group of "junior police auxilliary" lovingly known locally as the Hitler Youth, each with their own equipment belt and nightstick, charming little bullies. He was retired last year as part of an out of court settlement by a family with a suit filed against the town and his Junior G-men disbanded)

When you are a C&R, can you, the C&R FFL, still transfer C&R firearms via the 4473? For example. Say I collect a bunch of C&R's over the years. Then I want to sell one or two. Can I fill out a 4473 and do the transfer? Am I required or would I run it like a private sale?

Or is the C&R basically just so I can get older guns shipped to me?

From what I understand it's just a private sale. No forms, no background check, etc. Unless of course private sales are illegal in your state, then you would have to go through a regular 01 FFL dealer.

I think you just have to log it in your bound book that you sold the gun.

The C&R is so you can acquire firearms. Your sales are either to an FFL or private party. No 4473s needed.
 
Got my C&R last week, about a 4-5 week turnaround from application, no visit from ATF here. For some reason they seem to do that downstate near NYC
 
4473's aren't needed to dispose of C&R firearms, but you are required to hand out a copy of the 'Youth Handgun Safety Act Notice' when you transfer a C&R handgun to a nonlicensee.

You must also file a 3310.4 'Report of Mulitple Sale or other Disposition of Pistols and Revolvers' if you dispose of 2 or more handguns to the same person within a 5 day period.

You're also required to file a 3310.11 'Federal Firearms Licensee Theft/Loss Report' within 48 hours if any of your C&R firearms are stolen.
