I have a C&R and will probably be selling a CZ-52 in the near future. I know I can ship out of state with a C&R transfer but I was wondering if I can drive across the border (MO or TN) and do a FTF transfer to another C&R holder?
Anyone know?

Yes, you can. That is the main reason for C&R licenses, to allow collectors of curio and relics to buy/sell/trade among themselves without needing to worry about State lines. (Other than to be sure that the laws of the respective States are followed.)

I am unaware of any special shipping privileges an 03 FFL confers on you. You are still prohibited from mailing through the post office - that's restricted to dealers. But a FTF with another C&R is fine as he stated.
 
I was under the impression that anyone could ship a C&R eligible firearm to a C&R license holder? Non-dealers can't mail handguns via USPS, but that is the only limitation regarding C&R guns and C&R license holders that I am aware of.

Only "licensed dealers & manufacturers" (and in certain instances LEO) can send or receive a handgun through the mail. USPS regulations do not use the term "FFL".

This means an 03FFL "Collector of Curios & Relics" must ship and receive handguns only via a common carrier. They could still send and receive rifles and shotguns through the mail.

If you have a C&R, you CANNOT ship handguns through the United States Postal Service.

The OP is permitted to deliver a C&R firearm to an out-of-state C&R licensee if he ships it by common carrier (very expensive) or if he delivers it in person.

The ATF takes a dim view of any activity that may be seen as "doing business" with a C&R. Getting rid of a few C&R guns every now and then is one thing. But if you are moving lots of guns, and the ATF gets wind of it, you won't have your license for long.
 
That's what I was thinking. Additionally, can I hand deliver it out of state to a non-licensee? For example, someone in Memphis wants it, can I just deliver it there if they don't have a C&R? Nobody does, it's just a 'for instance.'
