I figured I'd try here first, before attempting to navigate the maze of bureacratic websites and telephone numbers with the "helpful" menus.

I received my C&R Application and notice that I have to send copy 2 Chief Law Enforcement Officer(CLEO).

I live in St. Louis County, and I believe I am unincorporated(though it wouldn't matter as the city I would live in has police services provided by the county). So County PD would receive Copy 2. Just not sure if I can use the local "branch" or if I need to take it to main HQ.

Any help before I start calling would be appreciated.

It's needs to go to the County's Chief LEO. In the rest of MO, it's the Sheriff. Does St.L County have a sheriff? If it's the PD, then send it to the Chief's office.

In Westminster, MD, there is a city police department, but they told a poster on mdshooters.com to send it to the (Carroll) county sheriff.

If there is a county sheriff where you live, send it to them, even if the city police are who respond to your calls. The county sheriff will take precedence over the city police for the C&R purpose.. I was also told this by ATF when I asked the same question.

St. Louis County has no Sheriff. They have the STL County PD. So I guess I need to send it to the Chief of Police.

If you don't already have this, when you mail copy #2 to the Chief of Police, you can enclose this letter (edit to suit you), which re-iterates that no action is required by the chief.

Dear Chief Localpolice:

Enclosed please find, as per federal regulation, a copy of my ATF Form 7CR. You are not required to take any action with respect to the enclosed form.
If I can be of any service, or if there are any questions, please do not hesitate to contact me.

Sincerely,

Ima Collector

Like eruby, I enclose a letter pointing out that the copy is informational and required by the ATF.

Just send it to the HQ, addressed to whomever the chief official of the department happens to be. Across the river here in St. Chuck County, that's our sheriff (I'm in unincorporated county). Over there, it would be the chief of whatever police department would respond if you dialed 911.

FYI, I mailed my forms July 9 and got the license and ATF packet July 25.

The license was in a 9 x 6 envelope and the ATF packet was big white tyvek envelope with state and federal gun regs (out of date) and some misc. ATF forms. Some folks are getting the two items on different days. As many have posted, make many copies before signing the license.

You can print bound book pages from this link:

Punch holes in them and a loose leef notebook is fine.
