Can anyone identify this bullet?

Bought a bag of these years ago at a gunshow with no I.D. except they are 168 grain boat tail hollow point target type. The
only odd thing is, they have no distinct bearing surface, just a continuous curve from the point to the beginning of the BT.

I don't think you could tell a Hornaday, a sierra or a nolsler 168 appart without measuring them and having the numbers from a known sample.

That's very possible, I shot a lot of SMCs when I was younger. I never had any Hornady's that looked like them, but it was quite a while ago.
I have tomorrow off, I will measure some match kings I have from the old days and see if they are tapered like the OP's bullet it.
 
In addition to having no specific bearing surface, brand x bullets have an OAL length to rifling of 3.464", .084" longer than the next longest bullet I have in the same rifle. The base has a slight circular projection that is not present on anything else I have. These bullets are not a match for: Sierra 168BTHP, Sierra Matchking, Speer 168 Target Match, or Hornady 168 BTHP. These may be blems or imports.

As a bullet maker, I can tell you that it looks like this bullet skipped a step or two in the manufacturing process. If the base is indeed .308 and it tapers down from there, then it wasn't formed correctly. It kinda looks like it didn't go through the final sizing die, but if the base is .308 then putting it through a sizing die wouldn't help.
