I'm 18 years old.
I can't buy a stripped lower AR receiver... correct?
So, can I buy a complete lower receiver, or do I have to buy an entire rifle?
Better question, why can't I buy a stripped lower receiver?
What's the justification?
Because I can make a pistol out of it?
...

Can't I make a pistol out of a complete rifle anyways?
....

And why can I buy a hacksaw...? When it could be used in the conversion of a shotgun into a *gasp* SBS!!

Anyways, any recommendations of cheap ARs...? preferably that don't have to be shipped over state lines.. cause that costs money. Which I don't have much of.
btw, I live in Texas.

I don't know about a stripper lower, but I am pretty sure you can buy a complete lower at 18.

Nope.

Here's the new 4473 http://www.atf.gov/press/2008press/100308f4473_pt1_aug2008-sample-rev.pdf

Read in the instructions (page 5, Question 18).

Based on that I believe you will need to buy a complete gun. :(

The justification is that the law says folk between the ages of 18-20 can ONLY buy a "rifle or shotgun". Since a lower is really neither but is still a firearm, it is a "weapon other than a rifle or shotgun".

Yes, its exceptionally stupid, and you have every right to be extremely pissed off about it. Sorry.

But you do live in Texas, so I'm sure you can find someone down there with a good price on an AR.

Where in Texas you at?

When you buy a stripped lower it will be recorded as either a pistol or a rifle on the 4473. If it is transferred as a rifle then it is a rifle. I would say that you are fine tp purchase it. Of course you would need and FFL to agree to do it. Just dont try to make it a pistol later.

Do what I've been known to do. Drag your mom down to the shop after it ships and let her do the paperwork. Say it's an "early Christmas present."

Nope.

If my mother buys a weapon and gives it to me as a present, it's perfectly legal in Virginia. In other words, she can buy a pistol for me, tell the FFL it's for me, just as long as I am immediate family. Even if I'm under the legal age to even carry one.

Legal carry is VA is 18 (open). Purchase age is 21, as well as CCW.

District Attorney told me this.

Depends on the state you live in. In Michigan, you can buy handgun, rifle, or receiver when you are 18. But except for a rifle it cannot be through an FFL. Only in a face-to-face deal between seller and buyer.

Yeah, and what is up with that?
I can't buy a NEW pistol, but I can buy a used one?
That just doesn't make sense.

Well, I'll go talk to my FFL during lunch I guess.

gr...

30mag, you mentioned "shipping across state lines"... I'm not sure where you are located, but consider FFL + Shipping vs. Sales Tax.

An FFL transfer (necessary if the rifle is shipped to you) will cost $20-30. Shipping will cost about $15-25. That's $35-55 total.

Sales tax @ 7% on an $800 rifle is $56.

For me, any gun over $500 is cheaper to buy online, not to mention you can shop around more easily. Budsgunshop includes shipping in their prices.

Anyway, maybe you live in a state with no sales tax, making my point moot, but I thought I'd mention it. :)

Depending on where in North Texas you can find a cheap FFL and shipping shouldnt be more than 10 bucks. As for the whole 18 thing I am not sure. The main thing now is the back log of orders. You might be 19 before you get one. I would also go to the gun shows in the area. There might be a good deal floating around there.

30mag there is a gun show in Fort Worth this weekend. You may want to check there. Also sporting Arms in Lewisville is a good FFL to work with. I think its like $15.
