Can non resident bring ammo into NY/NYC?

I picked up two cases of target trap ammo at my local Dicks in NJ and I almost left it in the trunk when going to pick up someone on Staten Island, which is part of NYC.

Would this have been a violation of NY or NYC law?

In Chicago, the rule used to be that you could only have handgun ammo in Chicago if you had a gun in that caliber registered to you.
 
In NYC, you must have a NYC handgun permit to possess handgun ammunition and the ammunition must be the same caliber as your registered handgun.

The law seems to say that you must have a long gun permit to possess ammunition for shotguns and rifles, but is worded much more vaguely than the handgun section of the law. Some people think you can possess without a permit, others do not. I tend to go with the more restrictive interpretation, given the seriousness of the consequences, if I'm wrong.

Having experience with NYPD, I wouldn't like to get stopped while in possession of anything firearm related without a permit. In fact, I'd prefer to have my lawyer with me, regardless.
 
If you're a NJ resident and just passing through the City, you're good to go. If you're an NYC resident, you have a problem if you don't have a permit.

I fail to see where it says the law applies only to NYC residents.

If you're referring to FOPA protection, you're technically correct, if one is just passing through. However if, as the OP was, he is in the city to pick someone up, the destination of the trip is technically NYC, thus FOPA does not apply. The law is somewhat ridiculous in that regard, and would largely hinge on prosecutorial discretion, but we're talking about NYC here. Do you really want the legal hassle it's going to entail?
 
In New York State no permit is required to possess rifle, shotgun or pistol ammunition. The only rounds which are prohibited are "armor piercing rounds" and that prohibition applies only to handgun ammunition.

New York City, however, by way of the NYC Administrative Code has made it a misdemeanor to possess any ammunition for any rifle, pistol or shotgun without a rifle/shotgun or pistol license. In addition, any ammunition you have must match the caliber of a weapon on your license (i.e. if all you own is a Glock 19 you can possess 9mm ammunition but not .38 Special etc). Possession of ammunition without a license in New York City is a class A misdemeanor punishable by a maximum of imprisonment for one year in a City jail.
 
Don't for get to mention that the reason you don't have all your guns on hand is because they are in for Duracoat. Duracoat is banned in NYC because it enhances the operation of firearms. Bloomberg's idea.
 
Technically, it's because the assclowns in OPP and City Hall claim that Duracoat prevents fingerprints from adhering to the metal on the gun.

But if your license is good (not suspended, revoked) and you don't intend to break any laws while in NYC, why would you have to worry whether it's legal? If you were stopped for a traffic infraction (speeding, running a stop sign, etc) the police can't search your trunk if you don't give them permission, and they would have no reason to get a warrant, so it shouldn't be an issue. Just arguing from the standpoint of reason here. Even if you did get pulled over and the cops did search your trunk, it would be an illegal search and seizure and would have to be thrown out of court.

The key is to NEVER EVER EVER give the police authority to search your trunk. EVER!!! Even if they try to scare you by claiming that they will get a warrant and if they find anything you will be in big trouble, just laugh and say "go ahead and get your warrant". The truth is that most search and seizures are either done illegally or because the driver gave permission, thinking that cooperating will be in their best interest. As soon as you give the cops permission to search your trunk, you have given up your best defense, the protection against illegal search and seizure. Even if they were to illegally search your trunk (after you said NO to allowing them to search your trunk, of course!) and they found something, you will still get arrested just like you would if you were to grant permission, and you would still go to jail, but at least the law is on your side in that the item(s) found were illegally obtained and therefore inadmissible in court, so the charges would have to be dropped eventually.

Another reason to NEVER allow the police to search your trunk is that even if, in YOUR opinion, you don't have anything to hide and think it will cause the police to let you go sooner if you were to cooperate, they could find something completely legal that they decide to consider a "weapon" or "burglary tools" such as a baseball bat or crow bar or screw driver or the like, and charge you. Probably wouldn't have happened if you had just said NO from the get go. So remember kids, JUST SAY NO TO DRUGS AND LEO!!

And for you LEO's who will want to chime in and say that this type of thing never happens, I will just say right now, GIVE ME A BREAK!

Not to get off-topic, but what if you have a gun that shoots multiple calibers? Say, for example you own a Glock 22 and a 9mm conversion barrel. Can you posess both 9mm and .40 caliber ammunition, or can you even own the conversion barrel?

Or what if your gun inherently shoots multiple calibers, without aftermarket accessories? Like a .22 LR revolver with .22 short cartridges, or a .357 Magnum with .38 specials?
 
If you stray into NJ, HP rounds are forbidden to transport if you are not going to or froma place to go hunting or to the range. This means no stopping at the grocery store, no deviation from the direct route whatsoever. Any bullet with the slightest dimple, be it rifle, shotgun, or handgun can and probably will get you 1.5 years in Rahway, courtesy Uncle Sam. I have gone through the situation personally, don't rely on obeying the law to keep you out of hot water.

And remember, just because thats the way it is in Chicago, doesn't mean a darned thing in NY. Use that excuse and they will laugh while slapping the cuffs on ya'.

I would never even consider transportingammo through NJ or NY, do so at your peril.
