In FL can someone over 21 buy a handgun from out of state, fill out the forms at the FFL and give it to someone under 21 as a gift legally? Or is it a "straw purchase"?

As far as Federal law is concerned it is perfectly legal as long as the buyer uses their own money, it's a legitimate gift, the recipient can legally own the handgun, and both persons are residents of the same state.

State laws may vary.

Legal even the People's Democratic Republic of Illinois.

A while back we bought our boss a nice P220 as going away gift.

Granted everyone involved was somewhat older then 21.

Its not a considered a straw purchse, however, in many states it is ILLEGAL for someone UNDER 21 to possess a handgun.

I took a quick look and didnt see anything, BUT, I would STRONGLY suggest you check Florida state laws to be sure

I certainly hope not, or my father committed a criminal act the Christmas of 94 when he bought me my Smith 649.

I think State law is the applicable law here. In Texas, for example, it's illegal for someone under 18 to possess a pistol, except under supervision by a parent or someone designated by the parent in writing. I think there are other exceptions, as well, but they tend to be for various organizations. So, you could buy the pistol and give it to someone between 18 and 21 with no restrictions, or to someone under 18 as long as the parents approve.

If both the buyer and the gift receiver live in Florida and have no disabilities (ie felony convictions) and can otherwise legally own a firearm, it is perfectly legal. Florida has no restrictions on the age a person can possess a handgun with the exception a person under 18 must have parental approval.

note: in PA all handgun transfers of ownership MUST go through the PASP check (so they can maintain thier, still, illegal database).

but you can gift(real gift) a handgun to someone 18-21
even if the FFL cannot sell them one due to age restrictions. other disqualifiers still apply.
