Can't buy an AR15 lower across state lines?

My father in law was told yesterday that he couldn't buy a stripped lower in Oklahoma because he's an Arkansas resident. Is that true or was the dealer mistaken?
 
Sounds right to me. The lower IS the gun; uppers are essentially "machine parts" and can generally be shipped and bought with few restrictions. Of course you have to content with any local or state restrictions that may be in play.
 
I realize it's a gun and you can't buy handguns across state lines but a lower isn't considered a handgun.
 
Even a long gun must go through an FFL holder if sold across state lines.

Of course, you can buy an 80% lower with a jig and make your own complete lower without going through a FFL holder at all.
 
A stripped lower is an "other" neither longgun or handgun.

As per ATF rules, it is processed as a handgun, meaning:

Buyer must be resident of dealers state, and 21 or over.

The dealer is correct
 
Dealer was mistaken. I live in KS and buy long guns in Okla when I find what I want. Of course the Dealer can refuse to sell to whomever he/she wishes, unless they're non-white, LGBT, ect.:barf:
 
However, if the dealer was willing to ship it to your Dads FFL in Arkansas then your Dad could have paid for it and received it at his FFL in Arkansas where he would do the paperwork.
