Case Expander Die

My Lyman 9mm die set included a "M Die" for case neck expansion. This die works well with lead bullets, however with jacketed bullets I do not get enough neck tension and experience bullet setback. My solution is to use a separate expanding die for the jacketed bullets, so I'm looking for recommendations for this die..RCBS, Redding, Hornady?? I think I need more of a cone shape die that just flares the end, similar to the Lee universal expanding die.

I'll bet you have the expanding insert adjusted too far into the case.

The "cup" formed by the "M" die doesn't affect neck tension. Neck tension is set by the Resizing die

I insert it just enough to get a slight flare that will allow me to start the bullet.
 
I've always had good luck with the M style die in 9mm. With jacketed you need almost no flare at all, the bullets should be a snug fit in the shelf made by the M die.
The cone style flaring tools leave your bullet vulnerable to tipping when seating.
