Cerakote an excellent choice for preventing rust, but like all protective coatings it is a thin skin covering metal alloys that want to oxidize, albeit a hard and durable one.
Rust preventative finishes serve to buy time after exposure to the elements before serious corrosion damage can occur. Basic preventative maintenance is still required/advisable with Cerakote, just not as much, as frequently or as thoroughly as with many other finishes. For example, you'll still need to protect the bore, and periodically inspect working surfaces where the coating either has not been applied or will eventually wear over time (locking lugs, trigger engagment surfaces, magazine follower, etc.)
Cerakote should completely prevent pitting between the stock and barreled action, one of the major problem areas with walnut and blued steel rifles.
