My brother has a Cetme that locks back when you fully pull the charging handle back. It seems like it is binding somewhere in the reciever but after taking it apart, I could not find the spot that is making this happen. Has anyone else had this problem and what was the fix?

Check the cutout for the cocking handle for burrs? Any burrs on the handle or parts? Check the receiver for alignment. When you look down it, does it cast a nice "v" shape shadow? The spring guide straight?
Darn but that spring is pretty strong and the charging handle should automatically snap forward everytime it is pulled back.
