In a story distributed by the LA Times-Washington Post Service, written by Matthew Mosk and Dana Hedgpeth and published in today's Portland Oregonian newspaper, The Oregonian, Charles Moose's final paycheck is being held up because he will not disclose details about a legal settlement he listed as income on his 2003 financial disclosure form. Moose wants to keep confidential a $200,000 payment from Marriott whom he threatened with a discrimination suit.

The article describes this incident as well as others that Moose and his wife have filed lawsuits throughout their careers.
 
It doesn't show on The Oregonian's website but it was in todays paper. When searching the newspapers website it says that the LA Times - Washington Post News Service articles will not come up. Maybe on the Washington Post or LA Times websites. This is a fairly lengthy article and is disgusting to read.
 
I don't see the article, Zip, but

I can think of several laws the morons are breaking, by holding a paycheck, even though Moose is the total moron. Settlement agreements all contain a nondisclosure agreement, and the department should know that.

This means they're probably going to be sued by Moose, after the governmental agencies conduct an investigation, and do their usual nothing.
