Colt 6450 9mm Information

Good afternoon and Happy New Year! I hope all is well with you and yours and your families are healthy and safe. I have a Blue Label Colt 6450 in 9mm. I called Colt and all they could tell me the SN (TA115XX) has a Feb 1995 date. No invoice, shipping or other info. I realize this makes it a Post Ban rifle, but it has all the pre-ban features: bayonet lug, flash-hider, pistol grip and flash hider. But it is not LE/GOVT Restricted roll marked. I tried the Colt Archives and they had nothing more to add. I purchased this from a co-worker who is ex-law enforcement. I'm just wondering if this is considered a rare variation, or just a transition rifle that got caught up in the post-ban timeframe before the Restricted roll stamps were being used? Any information anyone can provide would be greatly appreciated. Thank you!
 
Rare? Eh, not really. Colt collectors might disagree and I could be totally wrong, wouldn't be the first time today.

It was ordered through the LEO program at a time when only the police or government were allowed to have scary things like flash hiders, which is why you friend had a unique rifle at the time. Now it's just a 9mm AR with a horse on the side.
 
That would be a during-the-ban gun. To get to post-ban you would be looking at 2004 or later as the production date.
 
Some one could have just changed the complete upper or some parts to the pre ban type.
