The Colt 9mm Lower is dedicated to the 9mm as the magwell is closed up. There are inserts sold that purport to convert 223 magwells to 9mm for off brands. Don't know how well they work.

Not true. I converted my Colt Preban AR15 in 9mm to a 223. I poped the 3 pins holding in the mag spacer. Removed the 9mm hammer then I replaced the hammer and added a 20 inch Colt Preban A2 upper and now I have a 223. I sold the 9mm parts.

I think most people consider hammering out roll pins to be a serious conversion.

I have never encountered a Colt flat-top 9mm; it doesn't mean they don't exist, but Colt didn't make a lot of stuff like that as one-offs. Someone would have needed to order a few hundred and I would think we'd have heard of them. Maybe some of those DOE guns you can't have anyway as they are NFA?

Bayo-lugs on 16" carbines don't work because the flash hider (when present) is too far away. The bayo will click on, but then flop around banging into the barrel and eventually fall off. That big ring on the bayonet guard is designed to fit a 22 mm flash hider. I think the older rifles that had the lug just had it by default, so that Colt only had to stock one kind of sight tower/gas block.

Oh really? Precisely what legal violation will they charge me with then? I can have a rifle with "President Carter Blows Goats (I have Proof) on the side, and guess what, it's legal.

It is not the job of the BATF(e) to interpret the law. It is their job to enforce it.

Any arreast made on 'LEO only' weapons would be under the 1994 law, which hyopthetically if suseted, would no longer be valid, thus the arreast would have been made under false pretense.

That kind of thing is not only improper, but actionable.
