Commemorative S&W 28-2 value

I came across a 28-2 Washington State Patrol Commemorative revolver today, NRA "Very Good" condition with box, tools etc. 6" barrel, blued.

Asking $800, offers may be possible. Seems on the high side to me, how much does the "Commemorative" status usually add to value?
 
That is way high.
Commemoratives are worth a premium only if they are unfired AND they commemorate something of interest to the customer.
It might be worth $800 to a Washington cop buff if absolutely 100% new, unfired, unturned, in the box with all paperwork.
At 99% it is just a second hand revolver of a common model.
At NRA Very Good it is a well used second hand revolver with some extra markings.

Only worth extra if you are a Washington State Patrol officer who didn't get his when the getting was good.

Used VG?
I'd rather have a 28-2 without the fancy scratching on it.
