Lowers are cheap. Buy one. Then you have a lower its legal to put that upper on. Presto no more legal issues.

OP faces the problem of being 20; stripped lowers transfer as other firearm, which is 21 from FFL. He has to find it PP. Not all that difficult, but not as easy as those of us >21 who hop over to PSA or JSE and just order it.
