Even anti-gun Governor Cuomo feels that the COBIS ballistic identification system has been a boondoggle and needs to be eliminated.
For NYS residents, it could bring some relief, because not every gun maker submits a "proper" COBIS sample. Some gun dealers charge a mint to go to one of only a handful of "official" state police COBIS shell collection sites,and of course a buyer is always free to buy a used gun at their local store or source one on Gunbroker...
