Excel is not allowed to be used as a substitute for a bound book because it does not track changes to data that is already entered. The ATF wants to know if something has been changed (such as scratching something out in a book) but excel doesn't show that.

A follow up question: does a loose-leaf 3-ring binder with handwritten entries meet the requirements of a 'bound book'?

That's a good question. I'm not positive (so I'll defer to dealers/manufacturers who have looked into it) but my thought would be that the ATF would want a book that was actually bound to satisfy the requirement for a bound book. The 3 ring binder still has the ability to replace and move pages about which may or may not matter to the ATF.

Just to be on the safe side, I'd recommend going with something like one of those composition books that you can pick up at Walmart for a couple of bucks. Cheap insurance to make sure that the ATF can't cite you for anything in the future if you get a strict examiner reviewing your book.
