Cycle subsonics in a mini-14?

You could try using as heavy bullets as will feed (77-grain?) and either replacing the gas port bushing (inside the gas block at the front of the stock) with one with a much bigger hole, or removing the bushing entirely IF the gas won't vent through the gas block seam if you do that (it might, I don't know). If you do the latter, don't fire full-power ammo through the thing, or else you might break something.

You might be better off simply cycling the action manually.
 
Some of the AR-15 guys use adjustable gas tubes. I have no idea if something like that is possible with the Mini-14 design.

Unless you live in a state that bans them, the biggest problem with suppressor ownership in the U.S. is writing the $200 check to BATFE. The difficulty of the federal paperwork is overrated.
 
Adjustable Gas blocks are available for the mini 14, I'm going to get one myself eventually, I don't know which are best.
