CZ-550 for custom rifle?

Would the CZ-550 Safari Action be a quality base for a custom rifle. I had initially planned on using the Montana Arms Pro-Hunter action but they have postponed its development indefinitely. I will need to complete this project by early fall of this year, so I am faced with a time constraint. I would be open to other suggestions but a couple of caveats exist:

1.) The cost of the action needs to be around $600.

2.) The action has to accommodate 416 Rigby sized cartridges, as the chambering I have in mind is based on the Rigby.

I really like the CZ 550 actions. If I was going to build a custom rifle that's almost certainly where I'd start. The only exception would be if someone handed me an action for free.
