What current cartridges/rounds can be bought by civilians that are designed to defeat personal body armor?

I don't know of any civilian ammo specifically designed to defeat body armor. Since my son-in law relies on his body armor to be able to come home to his family(he's a cop) I hope none of the BGs in his precinct have any.

Nothing currently made (aside from originally meant for the military) and available is designed to go through body armor.

Just about any rifle round can, but no current-production handgun rounds will defeat decent current armor. There's just no reason to design anything to defeat body armor--it would be useless for hunting (wouldn't expand) and for the range (too expensive.) Anything else cheap enough to shoot can be blasted with FMJ.

Purely for information's sake, of course, on the loose assumption this wasn't trolling.

What about the 5.7? My old man claimed a 22LR could becaues it can make its way between the weaves in the kevlar. I think my old man's staement was probably an old hunting club strory,

As has been said, there's nothing available to civilians that was designed to defeat body armor.
