Hi guys, I tried to find a answer to my question here but I'm new so if I missed it please forgive me. I have a couple of class 3 items (2 suppressors and a M203) so I'm aware of the process. A while ago I got the M203, mostly for fun, but it turned out to be a cool addition to night time hog hunting when I found out about IR flares.

My question is in regards to HE rounds. Personally I've never even seen one for sale, ever, at any price. I was curious if these items are available to the public at any cost in time or money, or if they are regulated in some way I'm not aware.

Thanks a lot for any info, there's an old rotting boat in my back yard that's deserving a glorious explody end. :)

Each one you possess requires a $200 DD stamp.....and you can't reload it without another $200 stamp.

That's why you rarely see them.
 
The other thing is the 40mm HE rounds aren't really all that "explody" or "glorious" from a visual perspective. So I imagine a lot of people don't want to pay the ammo + $200 stamp + paperwork for the effect you get.
 
What about 07/SOT's ? Can they build them, not sell them but shoot them off ? I'm thinking like what Red Jacket used to do on "Sons of Guns".

An 07FFL is a Manufacturer of Firearms Other Than Destructive Devices

To deal in DD you would need an 09FFL (Dealer in Destructive Devices).

To manufacture, you would need a 10FFL (Manufacturer of Destructive Devices, Ammunition for Destructive Devices or Armor Piercing Ammunition(. The fee for a 10FFL runs $3000 for your initial license.



I'm thinking like what Red Jacket used to do on "Sons of Guns".
I'm thinking everything on that show was faked. The explosions were probably Tannerite or special effects.

Also to add:

Depending on where you live, there are magazine requirements. As in, you need a concrete and blast proof storage facility for your HE rounds.

I'm acquainted with a gentleman who is getting into explosives manufacturing and he said that it's way more of a headache than just regular NFA stuff. It's MUCH stricter (and rightfully so).
 
You will never ever see an HE round for sale by a manufacturer to a mere mortal. They are pretty much unobtainable. The ATF only requires a stamp and an approved magazine to store it in. The other explosives laws and need for a commercial license pretty much kills it for people. No company will sell you one due to liability.

Having carried the 203 in combat, the HE rounds are not, as was already discussed, "impressive"...unless you are on the receiving end. Most folks can't hit any kind of target with one without a lot of time (and expensive ammunition, for a private owner.) The "beehive" round with flechettes is more user-friendly and better for social work. You can get an adapter that will fire a bunch of .22LR rounds with one trigger pull. Might want to look at those. They are reusable and, after the initial cost, pretty cost effective.
