whats the difference in Winchester® Magnum Rifle Primers and the Winchester® Rifle Primers?

What is the difference in the magnum?

is it better to use the magnum or regular for 30-06, 30-30, and .308?
 
The caliber isn't what dictates whether you need a magnum (Hotter) primer. The powder type/charge does.

The load book will show when you need a mag primer.

For those three calibers all you need is a standard primer.

In general, Mag primers are used when igniting large charges of harder to ignite powders.
 
Walkalong already said it. Mag primer is dictated by powder, not what you're shooting. I know for example I have a lot of H-380 and H-414 and loads for both tend to suggest magnum primers in .30-06. Other powders don't necessarily follow that pattern.

Honestly these days just to keep inventory needs simpler, if I'm buying a new powder I tend to only look at stuff that uses standard primers. Keeps my total primer type inventory at 4 rather than 8 types.
 
As covered the use of a magnum primer is suggested for certain powders, generally ball or spherical type powders. Using the 30-06 as an example since you mention it you may want to use a suggested magnum primer if he powder you are using is Winchester 760, Hodgdon H414, H380 or Accurate 2520 and a few others. The reloading manual will suggest which primer to use and a magnum primer. So in conclusion it is the powder that determines the need for a magnum primer. Loading the same 30-06 with powders like IMR 4895, H 4895, IMR 4064 and others does not require the use of a magnum primer. That is it in a nutshell, there can be more to primers, actually a science unto themselves but just use the suggested primer in the manuals and things will work fine.

Most reloading manuals do cover the thought process behind this in the preface sections before actual load data is shown.

The Speer 12th edition lists magnum primers for several powders in those calibers. Reloadron listed most of them. The only powder I use in 30-30 that calls for a LRMP is H335.
