There is ONE Distinguished award for service rifle and it is issued by the CMP. It is the same guidlines the military uses to issue the same award to service personel. The Marines call it Distinguished Marksman I believe, and the rest of the armed services as well as the civilian award are refered to as Distinguished Rifleman. There are a lot of active Highpower shooters in the Washington and Oregon area. Many opportunities to shoot Service rifle events in the upper NorthWest. If you go to National Match .com you will find a wealth of info on the sport as well as make good connections around your area. Good luck!
The NRA's Distinguished Expert award is the culmination of the NRA's Introductory "learn as you go" program. According to the NRA, it preps a new shooter for actual competition and is the equivalent of a Sharpshooter Classification.
The CMP's Distinguished Rifleman on the otherhand as John's link will show is an award earned in competition in very specific matches. Finishing in the top 10% of non-Distinguished shooters in multiple matches is much more difficult.
