YES, they are bad.
The blade tip actually blocks the bore, so you have to grind it down, or else you'll shoot the blade. It also balances badly, feels WAY too small in your hand, and the trigger is a joke.
SAVE your money.
I always wanted an Elgin Cutlass pistol too.
Best you buy a half-stock pistol kit from somewhere , and have someone hand forge you a blade and have it soldered to the barrel and attached to the grip like the originals. Wont look exactly like the originals, but it'll have more wallop and feel better in your hand if you trim enough wood and the blade is well made.
I'm thinking of doing the same.

I don't know about that specific kit, but I've had good luck with Dixie Gun so far. I haven't bought anything with their brand name, though.
 
It's the Classic Arms kit basically.
They make the Duckfoot pistol, the Cutlass pistol, Pepperbox, and the New Orleans Ace pistol.
The Cutlass is just an Ace pistol with a blade and handguard screwed on.
It's a nice conversation piece, and will take out a snake if you load it with birdshot. But it's a far cry from an Elgin pistol.
Just prepare yourself for some tweaking if you decide to buy it.
