At some point in time, you read the data, MAKE A DECISION about a starting powder load, and make ONE loaded round of ammunition. Go shoot your 1 round of Barney Fife ammo. There will be one of three out comes:
1] Gun goes bang, slide cycles but doesn't eject the case, and you have a hole in the paper. 30% probability
2] Gun goes bang, slide cycles but does eject the case, and you have a hole in the paper. 60% probability
3] Gun sort of goes bang, slide doesn't cycle, but doesn't eject the case, and you have a bullet stuck in the barrel. 10% probability
 
Maximum loads that are published without pressue data dont really tell you much. They do not always "max out" every test. Some calibers are listed as max loads because they simply cannot hold enough powder to hit a pressure threshold. H414 in a 7x57 comes to mind.
 
If I am wrong, then why does the Speer Manual have the same load data (except for col), for both the RN as they do for the HP?? This is very confusing??

They likely just published the data for the one that maxed out first & just called it max for all. Save lots of testing time.
