Certainly can (I own three myself – click here).

To get one though, you have to obtain a Firearms Certificate (FAC) as they are covered by the same restrictions that apply to our Rifles and Long Barrelled Revolvers i.e. you have to show good cause to own each one (target practice will suffice), have a place to shoot them and have secure storage facilities (gunsafe)

You can buy 777 or Pyrodex instead of BP without a licence but need to get an Explosives License to purchase Black Powder. To get one you have to demonstrate to the Police that you have a Home Office approved lockable wooden storage box which also carries the correct Fire signage in case your house catches on fire so the Fire Brigade can tell what’s inside it. The Explosive’s License is free and has to be renewed every 3 years.

The anti’s mostly have no idea that we can own C&B Revolvers and would no doubt kick up a fuss if they did. A few did petition the Home Office a few years ago to get them banned. The Home Office (to everyone’s surprise) said that since there hasn’t been a crime committed with a C&B Revolver all a ban would do is deprive law abiding citizens of their hobby.

Slow oxidation of proteins to produce nitrates is all well and good but there are other more effective ways. Mr. Haber developed other nitrogen fixing machines that yield NOx compounds instead of ammonia. For that matter a static discharge between two plates will yield NOx.

My late uncle always said that one of the most effective 'natural' explosives was chicken manure. A substance that Congress could never ban as they would disallow their own existence.

twenty pounds is the maximum allowed for residential stoarage in Minnesota. Answer is to keep your quantities of powder split as the federal maximum is 50 pounds.
As far as muzzleloaders in this state people do need to be aware that Minnesota did recently modify the definition of "firearm" to include muzzleloaders and even air rifles exempting those that expell a shot of .17 by means of air, ie your kids Red Ryder. State Supreme Court has as well exempted paint ball guns after LE charged people with firearms violations over paint ball guns
