The max charge of H4895 with a 120gr bullet is 45.0gr. Multiply that by 0.6 and you have a starting charge of 27.0. The OP should start there and work up. Load 3 rounds at 27.0 and then move up in 0.3gr increments with each additional 3 rounds. Keep them sorted and labeled and head to the range. Shoot them and see which one groups the best. That’s your winner. Any round with more than 27gr of powder will be more enough to kill a deer within 200 yards.
 
Not only keep your loads labeled, but also your targets.

It seems to me you'd need enough of those 60% loads to get a zero (which is subject to further adjustment as testing progresses)... say, 50yds for approximate 50/200yd zero... before you can really start testing the rest of the sequence. I'd think to check groups at 50yds as MOA is MOA regardless of range. If your target is a 2" dot at 50yds... Actually, if I were on a 100yd range, I'd simplify the deal... throw a clay bird (5" disk) on the berm, walk the first rounds in, then worry about groups on paper.
