Dumb Question (Indiana Code)

OK, so I've read this stuff a hundred times, and then BAM something popped out at me...

18 year old in Indiana can get a LTCH, this we all know.

IC 35-47-2-3
Application for license to carry handgun; procedure

(g) A license to carry a handgun shall not be issued to any person who:
(3) is under eighteen (18) years of age;

But he can't buy one from an FFL, nor can he buy handgun ammunition, per federal law. So how does he get a gun and ammuntion? The common person in Indiana would say he can buy a handgun FTF from a legal owner, his parents could give him a gun, etc. Same goes for ammo, I suppose.

Now I read this:

IC 35-47-2.5-14
Providing handgun to ineligible purchaser; exemptions

<snip exemptions relating to kids>
(b) A person who purchases a handgun with the intent to:
(1) resell or otherwise provide the handgun to another person who the person knows or has reason to believe is ineligible for any reason to purchase or otherwise receive from a dealer a handgun...

commits a Class D felony.

So the dumb question is: since a dealer can't sell to an 18 year old, can a parent buy one with the intent to give it to his child? Is a FTF legal?

Also note this, which precedes the above snippet:

Sec. 1. (a) This chapter does not apply to the following:
(3) Indiana residents licensed to carry handguns under IC 35-47-2-3.

So would a gift from a parent only be legal when the 18 y.o. has a LTCH?

What if the handgun was purchased years ago (no intent to sell it), and then sold FTF to an 18 year old (who does not have a LTCH)?

I know (believe?) the intent of the law is to address straw purchases, but still I have to wrap my head around this.
 
I got my CCW permit when I was 19. My father purchased me my first handgun as a gift. As far as I know this is the only legal way.
 
In Michigan you have to be 21 to buy a handgun from a dealer, but only 18 to buy one from a private seller. We also have the law where you are not suppose to be able to buy handgun ammunition if you are not 21, but I never had a problem. I have had my Mark III, since I was 18, and never had a problem buying ammo for that. I always figured since they make rifles in .22lr it was sort of like a loop hole. Buying handgun ammo for my rifles in the same caliber.
 
This must be the first law you've ever carefully studied, right? Most laws have trouble when scrutinized closely. A good reason to have fewer rather than more.
 
A parent could give their child the gun down the road. It only states that bought with the intent to give the gun to a person who could not get it from a dealer. This is just from what you posted... there might be more.

Huge +1!! Things look okay, until you turn on the lights. Then all the laws and their makers scurry under the fridge...
