I generally like the EAA steel framed guns, but have had very poor results with the EAA Witness-P in 9mm and .40S&W, my Witness-P in .45ACP is fine though. Basic problem is the snappy recoil from hot 9mm and .40S&W loads causes the frame to flex leading to premature slide lock or worse, the mag losing control of the top round causing a "nose up jam". Maybe the new models with the rail fixes the issue, but in a 9mm or .40S&W CZ-like gun, why not just get the CZ? They have polymer models too.
I'd rule out the Baby Eagle because I don't like DA/SA operations. YMMV
The P99 is very nice if you like the trigger. I don't like the QA version since the decocker is still active, but with the long stroke of the AS (or original) removed it takes the gun out of action until the slide is partially retracted to reset the trigger. P99 can feel very good in most hands with the changeable grip inserts.
If I had to pick from only these three I'd go P99, but if you have an open mind, look at the S&W M&P, $50 rebate and two free mags coupon offer good through April, factory warranty second to none. Has interchangeable back straps like the P99 and a trigger I like better than the QA P99 (even ignoring the decocker issue).
The main problem with EAA customer service is they always insist you send the entire gun back at your expense, they did replace the cracked slide on my Witness 10mm Compact in 7 days FedEX drop off back to my door. S&W was a few days slower with my M22A, but they paid shipping back to them so I was only out my trip to FedEx to drop it off.
