I know that almost all gun makers caution against carry their guns with a live round under the hammer. Mostly for legal reasons. I am quite sure it is safe with Ruger revolvers.

Question, is the transfer bar safety on the Freedom Arms model 97 as safe as on Ruger revolvers?
 
Yes.
The Model 97 works exactly the same way as the Ruger.
If the trigger isn't pulled all the way back, the hammer cannot touch the transfer bar, and the transfer bar cannot touch the firing pin.

Unlike the FA Model 83 which has a safety that must be engaged by placing the hammer in the safety notch.

I had trouble understanding the advice to carry a 97 FA with an empty chamber under the hammer; thereby packing a "4-shooter".

This one is carried as a "5-shooter"...
