I just purchased 1,100 Hornady 55 gr FMJ-BT .224 bullets from Midway to load into .223 Rem. I will be shooting it out of a Ruger Mini 14, so I am not really concerned with it being really accurate, as the rifle will only do about 3-4 MOA anyway. I am looking to load it in Remington brass with a CCI SR primer, and I have a lot of different powders for .223, but I am leaning towards Varget for the temperature insensitivity. Does anyone load this bullet up as "factory" ammo where you are not too terribly concerned about accuracy? If so, what powder do you use, and where do you load it to? At the start load, in the middle, near or at the max?

Generally the FMJBT don't give the best accuracy, but that's not your major concern as you stated.
Varget is a very good powder for your application, but so are several others.
Varget is listed at the Hodgdon site having a range of loads from 25.5gr to 27.5gr compressed.
I think you can start at 26gr and see how it shoots. You can work from there.
Ramshot Tac is good and Accurate 2230 also works well.
Look over the powder sites and pick something that suites you and your gun and that you have in stock.
