I'm pretty sure I read the whole thread, and I'm not sure what question you are really asking.
As mentioned by other posters, the 10MM round was around before the FBI decided to use it. They didn't need the full power available with 10MM, and initially a lower power 10MM round was developed for their needs. With the help of S&W and an ammo maker (Winchester?) they developed a round that gave them the lower level of performance in a shorter case that enabled them to put it in guns designed for 9MM sized rounds rather than larger guns designed for 10MM/.45ACP rounds. Hence the .40S&W which gave them the performance level they wanted, in a smaller gun, with larger capacity.
