Velocity - the one is low recoil/lower velocity.

oh sorry, i think i mess up the 2nd link.

both of them are low recoil.

i guess one is Hallow point and tactical (LE) one is non-Hallow point? they look same though

Federal LE shells have all brass heads. Federal makes a point of this in their LE literature. It is to prevent rust when ammo is left loaded in the widely varying temps of a patrol car. Their high end sporting ammo I have tested has brass plated steel heads.

I don't know if it is still true, but several years ago Federal also used stronger walled cases in the LE shells to help avoid the shells swelling from long exposure to mag spring pressure especially in hi cap mags.

I think Federal also uses low flash powder in their LE line of shells.
