FFL making private sales?

Went to a gun show today and approached a seller who had an interesting 22 revolver. I asked if he was an FFL and he stated that most of the guns he was selling were his and would sell via "FFL" status, but the 22 revolver and a few other handguns belonged to his son... who gave them to his Dad to sell at the show... and he was selling them as a FTF "private sale".

Can a FFL make private sales and skip the paperwork / background check? I didn't think a FFL could do this legally.
 
An FFL can sell firearms from his personal collection without doing the FFL thing. The requirement is that the firearms must have been in his collection for at least one year. Anything less than a year must be reentered into his bound book and sold with the FFL.

The incident described above sounds illegal to me. The guy was at the gun show selling firearms under his FFL. Any firearms sold on consignment, even from his son, must be logged into the bound book and sold using the FFL/paperwork/background check, etc.

Most likely, the FFL is ignorant of the law.
 
If they are not his personal guns then he must sell them using the FFL.
He may think he is doing his son a favor but he could be getting himself in serious trouble.
