FFL Question

While I was picking up my gun from the smith, I mentioned I was going to send it out to be blued. I said I needed to get the paper from the FFL so I could ship it. He says, "You don't have to go through an FFL if you are shipping it for repairs. You can send it off to manufacturers, vendors and smiths without it." I told him that I was unaware of the vendors and smiths part. I know you can ship it back to the manufacturer without going through an FFL and they will ship it to your door. So, is he right?
 
Thiokol is right on. Just make sure the receiver has an FFL (I ask for the numbers to do an EZ check) and you're good to go.
 
I understand that I can ship it to them. I should have worded it better.

Can they ship it back to me or do they have to ship to my FFL?

He was saying I could ship it to the finisher and they could ship it straight back to me without going through an FFL.
