You know what, I have to seriously wonder about this. Technically, federal law requires that the shipper notify the carrier if the package contains a firearm.

Legally, you don't have to declare if you are shipping to an FFL. However, some good points have been made about insurance claims. If you do not declare, in violation of the shipper's policies, it might be pretty hard to file a claim.
