Question one, if one has a standard FFL 1. Can one use it to mail handguns to oneself. Say you're away from your FFL 1's address, you're in a handgun unfriendly state and you acquire a handgun. Can the FFL 1 be used to mail it back to your FFL 1 address or can it only be used to transfer firearms to another address?

Question two, if one were doing what was asked in question 1, but one was obtaining an FFL to primarily transfer firearms out of a handgun unfriendly locality to one's FFL address in another state, for a ministry that was offering the facilitation of removing unwanted firearms as a service through other ministries. Would a one need a standard FFL 1 or a FFL 2, a license for a pawnbroker?

An 01FFL may acquire a handgun or any other firearm in any state. He can mail it, ship it, hand carry it or transport it anyway he wants. Licensed dealers can transfer handguns to other dealers or to residents of his own state (via 4473).

An 01FFL is a license for Dealers in Firearms...if you arent in the business of dealing in firearms you wont get an FFL.
02FFL is for Pawnbrokers....if you arent a pawnbroker you wont get an 02.
 
If I were to venture a guess....and thats all this is....I think he's asking about an actual church based ministry collecting "evil" guns to get them out of the neighborhood, like so many other "buyback" or "turn in a gun, no questions asked" deals.....and what it would take to get those guns from wherever they are to his FFl address.
 
I agree - sounds like he has friends operating a church-based program in one state that are removing guns from a "troubled" neighborhood and he wants to transfer them to another state in a more gun-friendly environment instead of turning them in to the police for destruction
 
If oneounceload is correct, and someone is actually contemplating doing something like that, in the real world, he would be better advised to consult with a qualified lawyer rather than looking to cyberspace for advice.

Not that it's a bad idea. In fact, it might make some sense. It's just that there may be a variety of complications.
 
As an FFL I'd be leery about getting involved in a program like that due to the increased likelihood of ending up disposing of a gun used in a crime, or with transferring one that had been stolen.
 
The downside is the firearm used in a crime are disposed of this way. I'd venture most stolen firearms aren't disposed of by turning them in. That would kind of defeat the whole purpose of stealing them in the first place.

The reality is most 'illegal' firearms in my locality were legally bought somewhere else and transported here. A lot of 'turn-ins' are turned in by the family of wanna-be gangstas in the hope it'll keep them from getting killed or going to prison.

I look at this from the point of view that if people want to disarm themselves they're within their rights. People have the right to not keep and bear arms and turn themselves into subjects. I can see why they'd want to. NYC's number one street gang, the NYPD, hates having people who can defend themselves.

Unwanted firearms ought to go to people who'll appreciate them and not be melted down or whatever the city does with them. I see this as a rescue organization like people do for dog breeds and such.

I see a ministry as being the best way to do this. Freedom of religion is another cornerstone of our Constitution. There are ministries out there the do practically everything from Habitat for Humanity building houses on down.
