Just had an awesome experience with the Chief of Police for my town. Super understanding with the application process, super nice guy. He even got me fingerprinted.

HOWEVER, the cards used were not the blue line ones described on the app. Instead, these cards have red lines. Will the ATF still accept these, or do I have to go elsewhere to get printed?

Make sure the following is in the ORI box on the cards:

WVATF0800
ATF - NFA BRANCH
MARTINSBURG, WV

Also, the cards have to be the FBI FD-258LE style cards, since they're scanned now instead of manually entered.

Okay, this is what I got:

P5010036.jpg

The marking is FD 429, and looks to be used specifically for persons arrested (great). Still however looks to be scan able.

Also, was the officer or person taking the prints supposed to fill out that info on the card?

And what info should I have filled out on the card?

Sorry to be a bother, but the store in which I'm getting a suppressor has never dealt with individual transfers before, only trusts and LLC's. I don't know how much help they'll be with all these questions.

edit: Thanks dprice for the link, I just ordered a bunch and will have them redo it. BTW, the Chief wants me to call him when I receive the suppressor so that I can bring it down to the station to shoot it in the range. Apparently, he and a lot of other officers want to check it out. I love my police force!

A couple aspects to pay attention too beyond the finger print cards,
I just got finished with straightening out an error that got my application kicked back.
If you fill out a form 4 using the online application, make certain the form is printed out with both sides on a single sheet of paper.
And get your hands on a Certificate of Compliance to add to the packet.#5330.20
My examiner included one with the error letter & erzatz form.
She tells me that it's all just mailing time from here on out. Yahoo!

Uhhh, for the love of god...

My forms are NOT on a single sheet of paper. Looks like I'll be going back anyhow. Thanks for the heads up.

Speaking of form 4, does the chief of police have to print his title after his signature? Looks like he signed 17 with chief in his signature.

Dealing with NFA items you must have everything correct and in order for the BATF to proceed with background check. They are sticklers for having all the "t's" crossed and the "I's" dotted.

In my dealings with them the finger print cards need to be marked like this

You will be instantly rejected if you dont provide and have this form properly filled only to cost you more time with approval.

IMHO your dealer should provided the 2 form 4's, at least two 258LE fingerprint cards and the compliance document with the transfer.

Will the cards I ordered come stamped like that?

I really don't like the gunshop I'm using. Generally crude individuals. Like I said, I'm the first individual transfer they've done. However, being the only NFA shop in town I don't have much choice. They have the form 4's but no fingerprint cards.

I could buy online and have it transferred to me, but with the cheapest dealer charging $130 that would put the price difference at over $100. Hence, I'm gonna have to do most of the work myself, utilizing you guys of course.;)

BTW, can the CLEO sign and date before the item has arrived at the dealer? I had my info marked down but he signed essentially a blank document, no serial number or dealer signature/date.

Also again, does the CLEO need to PRINT his title in the signature box. I have to go back to him a second time, don't want to be a third...

What happens if you forget to put the address of the agency that fingerprinted you on the cards? They were signed by the official but no address. How screwed am I?

the cards used were not the blue line ones described on the app

Instruction 2.D (2) states:

submit two properly completed FBI Forms FD-258 (Fingerprint Card with blue lines)

Commonly referred to as an FBI "APPLICANT" card.

Yours are the wrong ones. You submitted standard FD-249 Arrest and Institution Criminal Fingerprint Cards for criminal fingerprinting.

I would send in a copy of the correct cards as an addendum to your package with a brief detailed letter stating why you are sending in secondary fingerprint cards. You can request the the cards via ATF website and I believe they're free. Be sure to include the transfer number or serial number of the NFA item as well as all your personal info including contact phone numbers and address. Thats just what I'd do as it couldnt hurt.

IIRC, there are three colors of fingerprint cards. Blue on white (FD-258) is for applicants, including applicants for employment; red on white (FD-249) is for arrests and institutional use (prisons, etc.); and green on white (FD-353) is for personal identification. The latter is not sent anywhere or put in any system; it is used to fingerprint children and is kept by their parents for possible future identification.

Using the wrong color will confuse things, as will having the wrong agency ID. All those cards go to the FBI, and the response is to the requesting agency. Normally, BATFE will make sure the card is right before sending it on to the FBI, but certainly it would not in the applicant's interest to have the FBI respond to the Milwaukee PD rather than to the BATFE.

BTW, can the CLEO sign and date before the item has arrived at the dealer? I had my info marked down but he signed essentially a blank document, no serial number or dealer signature/date.
No. Do not start your F4 until the F3 to your dealer is done and he has the firearm on his books.

Thanks to all who replied here. Quite frankly it was not my intent to get the forms signed nor fingerprinted today, just to touch base with my CLEO to make sure he'd sign off on it. I already have the documents coming to me in the mail, I'll just have everything redone AFTER I purchase my suppressor.

Is there any place that I can find a step by step walk through of the process? Hate to keep coming back here to ask stupid questions.
