With respect to military facilities...
If we were at war...and I mean an honest, all-out, Congressionally declared war of the likes of WWI or WWII, then there would likely be changes in gun-toting policies on military facilities. But as long as we're NOT actually in such a war, then the powers-that-be in our society will always gravitate towards what we have in place now.
Unless, and until, there is a paradigm shift, what we have now is what we'll continue to have in the future.
