i love the m40a1 stock since ive handled one and shot a rifle with one it has been my all around favorite. you might want to go for the one with the adjustable comb though. and the bushinell elites are good i have a 3200 the 6200 or whatever the new ones are are around 600 or so i believe? if you have the money id look for a used leupold.
 
I'd go with a higher quality scope as well. Leupold would be my first choice. I also like the Nikon Monarch series too.
 
For what they are asking for that scope, I'd look into the Zeiss conquest line and IOR for optics. You get rings for IORs included in the price, so factor that in as well.
 
Since when is Bushnell not high quality? I really like the Leupold Mark IV but I dont feel like paying the markup when I could get something just as clear and with a more variable magnification for 1/2 the price.

If I went with the Rock Creek M24/M40 Barrel, where is a good place that would do the barrel fitting to the receiver.
If there are any more suggestions/opinions on optics let me know. I would love to hear opinions. Also good/bad experiences with optics.

Check out Burris Fullfield II optics. They have "tactical" models with adjustments made via turrets and the field/hunting versions with caps and screw-type adjustments.

6.5-20x50mm for about $400 on opticsplanet.com---hard to beat that.
 
I think they were meaning that your decision on a barrel is just as important, if not a little more, than the stock and optics.

Rock Creek does barrel replacement for the Rem. 700 according to their website. Just have them do yours or at least price it out.

That would be wrong. A good barrel from any of the name brand manufacturers will do quite well (Krieger, Hart, Border, Lilja) in a bolt gun, but optics choice is incredibly important, and while a Burris or Bushnell scope is pretty good, its place isn't on a precision rifle as you will be disappointed, especially when the other scopes mentioned are in the same price range, and maybe a bit higher on some others.

Zeiss Conquest 4.5-14x50mm with Z1000 reticle for 75 bucks more than the original scope listed or with a mil-dot for 50 bucks more than the scope listed.

IOR would cost about 250 more, but you open yourself up to their awesome MP-8 reticle and their glass is excellent. Consider that you get great rings with that and the price goes to about 100 more.

There are so many good barrels out there, the smith doing the chambering & fitting will have MUCH more to do with inherent accuracy than a choice between top tier barrel makers like Krieger, Hart, Border, Lilja, Schneider, Shilen, Broughton, Bartlein, Rock, etc. . . .

Further, installing even the best of barrels on a factory action that has not been re-worked to be true to the bolt bore (lugs cut/lapped, lug seats cut/lapped, bolt face squared, action face squared, recoil lug upgraded) will render disappointing results.

I'd also reinforce the statement that a Bushnell's place isn't really on a top of the line rifle. I have three NightForce NXS scopes, six or eight Leupold MK4s and a dozen or more Leupold Vari-X IIIs on my own precision rifles. I hate to spend money too, but just can't see going with anything less than a Nikon, and more prefer Zeiss, IOR or similar optics if you call the rifle "precision" and truly intend to use it for long range shooting.

Holy SH*T balls Ed, THAT is a collection. OH how I envy you. Are those all Remingtons?

On the scope, get a NXS. A dealer buddy of mine (named Ed, go figure) has a collection of rifles like the pic EShell posted; he went to the factory in N. Idaho and swears up and down by them after he saw how they test them.
 
yeah mark 4's are espensive but the price for that new bushinell is pretty high you can find a used leupold mark 4 for a good price if you wanted to look around a little.
shillen also makes very nice barrels.
expensive but nice. what type of bedding job will you be doing on the rifle?
a cheap optic that ive heard alot of good stuff about for the price is a SWFA Super Sniper they dont have variable power scopes "the last i had hear atleast" but a straight power is fine for long range shooting if the price is right... wich it is. haha

I'd love to have some Nightforce scopes on my long range rifles, but my wife doesn't like them. Maybe it's the price.
Their glass is a little below IOR and Zeiss, but those things can take one hell of a beating.
