A Mosin??? Are you serious? the guy has never shot anyhing, and is already worried about a flinch, and you sugest a Mosin????

A .22 rifle would be an excellent starting point for your collection. Gun is cheap, ammo is super cheap, and you can learn the basics on that. Every collection needs a .22.

Alright, so its a .22
What one should I go with, a savage?
I want a bolt actiln, and I dont wanna pay 600 for the cz(its what they go for here) so what you guys say?
I want it to be synthictic, bolt action, thats about all I care about, I already have a scope.

Two posts too late to laugh about the M44 suggestion.
Yes, they are cheap and plentiful. No, they are not a good gun to learn to shoot with. Hell, the only thing louder than my M44 on the range I go to is this rich guys Barrett .50 cal.

I think the .22 suggestion is the way to go. Learn to shoot on something basic, and then move up from there.

If you'd really rather start bigger, I'd suggest something in .223. It's easy on the recoil and bang, but more expensive to shoot than .22. (Of course, everything is more expensive than .22) Lot's of people make fun of Ruger Mini-14s, but I like them. The newer ranch rifles are pretty decent right out of the box, and they don't cost a fortune. There's also a ton of bolt action rifles, not to mention the metric s**tton of ARs that fire .223. (Although I am not familiar with Canada's gun laws, ARs might be right out for you)

Bud's Gun Shop

You probably can't buy from them, but you can browse that page for bolt-action .22 rifles. I'm not sure how the prices compare, because here in the US, CZ .22 rifles are less that $200 US.

Yall heard anything about the savage.22 Mk2?
ive read good things about it.

"...I cant say I know what a "centerfire & rimfire" are..." You'll have to do the PAL course and pass the tests first. Then, where you are in Canada matters a bit, but come join us here. All kinds of things are possible if you're asking in the right place.

"...I dont think you can trade in guns in Canada..." Think again.
