Flecking on a Receiver

I have a BL-22 with what appears to be "flecking" on the Receiver. How can I tackle this problem short of having it re-blued?

A picture of what you call Flecking would be helpfull.
I am sure that everyone wants to give you the best advice, but needs to see exactly what you have going on.
 
I was wondering where you were RC. Thanks for the info, it's kinda what I thought.

I know this would be harder than trying to do a handgun, but I am a firm believer that if the steel parts are degreased, and then Boiled in "distilled water", then the rust that is there will be turned to Bluing, and will not leave as much differance in the finish.
It will probably be a discolored spot, but at least you will not have the existing Bluing thinned out by the polishing around the flecking.
It all goes back to the same process used in Slow Rust Bluing.
But the Degreasing, Boiling ,and then Oil Curing will Stop the Active Rust without abrasive wearing of the existing Bluing.
Polishing will remove the rust or Flecking, but there is Bare matal at the bottom of the flecking.
The conversion of the flecking by Boiling in Distilled water will give the bottom of the deep flecking a coat of Black Oxcide, that is basicly Rust Bluing.
 
It's hard to tell from the picture and it might be too far gone, but before I had it reblued I'd try some gentle rubbing with 0000 (4 zero) steel wool and light oil. It's amazing how well it works unless the metal is truly pitted.

There's no pitting at all, it all feels smooth to the touch. I'll try the 4-0 steel wool tomorrow morning.

I have 13 years experiencing and was trained at the Colorado School of Gunsmithing. I have the professional set and can duplicate almost any finish. Polishing is done by hand in order to maintain the integrity of the original look. This keeps the flats and rounds from running together. I do a lot of guns that are in great shape no rust or pits just have blue wear and they look factory new at times.
The important thing is not that you have an FFL, but that, we do! We are allowed to ship directly back to you as it is your personal property, but only to you! For entire guns, an adult signature is required upon receipt.

Thanks for the offer Tyler, I appreciate it. I have been able to remove almost all the "flecking" and at this time am pleased with the results.

Flitz is real good about removing rust stains without removing bluing, if you use it carefully
I agree..."carefully" as in by hand, not a dremel. Rust flecks just melt off, leaving the surrounding blue intact, if the flecks are small enough you won't even see where they once stood, as the blue is glaring after a good flitzing
