Florida and Belly Bags

Had an older gentleman tell me a few weeks back why he always had a belly bag on him. He had a CWP but he always kept his gun in his belly bag. He told me that before Florida became a shall issue state it was still legal to carry a gun in a brief case or a purse that sealed up with a zipper. Basically it had to be a fully closeable means of carrying. I guess the belly bag fell under that exception. I don't know if any of this is true I'm just wondering if anyone else knew this. If it is then couldn't guy who don't have their CWP, wear 'man-purses'(snickers abound) and carry guns in them, I'm in no rush to but I just have to wonder if this was legit, would more folks do it.

As long as it is a fully sealable means of closing up and is carried outside the clothing could whole variety of fully closeable holsters(made for 'extra storage' means and not intentionally as gun carriers) that were square in appearance(as not to shape around a gun) and possibly innocuous ot the untrained eye and marketed as a means to carry one's cell phone, wallet, day planner, medical supplies(diabetics, folks with peanut allergies).
 
Without a CWFL, you cannot carry a firearm on or about your person. So no backpack, purse, breifcase, fanny pack, etc.

Noted exceptions: Carry to/from the range, gunsmith; While hunting, fishing, camping, at home or work, and several more.

This would be true even today, if the carrier of the weapon were in a vehicle, and the bag were not on the person, however, I am not sure if this would still apply if the bag were actually being worn. My gut says no, but there are no cases that have decided that exact situation.
