Florida Non Resident Permit Question

So according to www.handgunlaw.us, "Florida will only honor permits from residents of the states they honor. They will not honor a Non-
Resident permit from any state."

So does that mean a non-Florida resident holding a Florida non-resident permit cannot carry in Florida?

I'm confused.....

No that means if you hold a non resident new hampshire permit, that Florida does not honor it. You have to get a florida non resident permit. I really wish they would honor my Vermont permit. Oops silly me, we don't have permits here.
