Florida non-resident CCW permit restrictions?

I was checking the status of my application online today and decided to check the FAQ regarding the permit. Listed next to Pennsylvania, one of the states I frequent and prefer to carry in, they have listed the following:

(6) These states issue concealed carry licenses to qualified individuals who are non-residents. These non-resident permits cannot be honored under Florida's reciprocity provision.

Now does this mean that "I" as a NJ resident cannot carry in PA because the state of PA does not recognize me as a qualified individual?

-OR-

Is it stating that residents of PA cannot carry in Florida with a PA CCW license?

-OR-

That PA issues a non-resident permit, but that permit cannot be used in Florida?

Im a little confused about the wording, and wish for some clarification. Thanks for any info.
 
As I understand it, it's the 3rd option there--Florida does not recognize non-resident permits from other states. If you are a PA resident, you would have a resident permit, and be okay.
 
i just checked the Pennsylvania Attorney General's webpage which makes no mention of a non-resident Florida CWP permit:

RECIPROCITY AGREEMENT

This Reciprocity Agreement by and between the State of Florida by and through the Florida Department of State, Division of Licensing, and the Commonwealth of Pennsylvania by and through the Office of Attorney General.

WHEREAS, the purpose of this Reciprocity Agreement is to extend reciprocal concealed firearm carry permit/license privileges to the citizens of the Commonwealth of Pennsylvania and the State of Florida,

WHEREAS, the respective state offices are authorized by statute to enter into this Reciprocity Agreement,

WHEREAS, in consideration of the matters described herein, and of the mutual benefits and obligations set forth in this Reciprocity Agreement, the Parties hereby agree and covenant as follows:

The State of Florida will recognize valid Pennsylvania permits to carry concealed firearms by valid Pennsylvania permit holders while said permit holders are present in the State of Florida.


The Commonwealth of Pennsylvania will recognize valid Florida licenses to carry concealed firearms by valid Florida permit holders while said permit holders are present in the Commonwealth of Pennsylvania.


This Reciprocity Agreement applies only to the carrying of firearms as defined and authorized by the applicable statutes of Pennsylvania by valid license/permit holders from the respective states and not to any other types of weapons.


The Commonwealth of Pennsylvania and the State of Florida will inform each other of any changes in their respective carrying of concealed weapons statutes that may affect the eligibility of the recognition granted by each state.


The Commonwealth of Pennsylvania and the State of Florida will each provide the other with copies of their current laws regarding concealed weapons and firearm carry licenses/permits.


The State of Florida will provide twenty-four hour verification of the authenticity and status of Florida licenses. Instructions regarding the method of verification of a Florida concealed handgun permit/license will be provided as soon as the method is established.


This Reciprocity Agreement is contingent upon and shall only remain effective as long as the respective statutory authority in each state authorizing the reciprocal privileges remains effective.


This Reciprocity Agreement shall become effective upon the execution of the authorized Parties' signatures.


This Agreement may be terminated by either Party or their successor upon thirty (30) days written notice.
WITNESSETH, each Party to this Reciprocity Agreement has caused it to be executed on the date indicated below.
 
So basically, unless I was to magically acquire a CCW permit from NJ, I wouldnt be able to carry in PA?

Am I reading this correctly?

Wait...what are you trying to do? Are you trying to find something that will let you carry in PA? The answer to your original post is that Florida doesn't honor non-res permits.

If you are trying to carry in PA, you can do so with a Florida license, resident or non-resident.

If you are trying to get a non-res permit from PA, then you're probably out of luck because you don't have a NJ permit.
 
Ok, thanks for the clarification. I was reading too much into it.

For final clarification, I am a NJ resident who wants to carry in PA with a non-resident FL permit.

Seriously, thanks for the clear up guys.

Huh. No kidding. Packing.org says "non-res permit OK," but it appears they are wrong. The reciprocity agreement also says that it pertains to citizens of the Commonwealth of PA, and the State of Florida. I stand corrected!

DontBurnMyFlag, sorry for the bad advice. Could have gotten you in some trouble, there.
 
Florida NON RES permit

No such animal. Florida licenses are the same for anyone. The only diff. is that if one lives out of state an address will indicate it. Other than that the only diff is that one has to resubmit prints on renewal.
 
I don't think Pennsylvania has a residency requirement. It might be a good idea to contact the Attorney General's office, though.

Be It Enacted by the Legislature of the State of Florida:

Section 1. (1) Notwithstanding s.790.01, Florida Statutes, a resident of the United States who is a nonresident of Florida may carry a concealed weapon or concealed firearm while in this state if the nonresident:

(a) Is 21 years of age or older; and

(b) Has in his or her immediate possession a valid license to carry a concealed weapon or concealed firearm issued to the nonresident in his or her state of residence.

(2) A nonresident is subject to the same laws and restrictions with respect to carrying a concealed weapon or concealed firearm as a resident of Florida who is so licensed.

(3) If the resident of another state who is the holder of a valid license to carry a concealed weapon or concealed firearm issued in another state establishes legal residence in this state by registering to vote, or making a statement of domicile pursuant to section 222.17, Florida Statutes, or filing for homestead tax exemption on property in this state, the license shall remain in effect for 90 days following the date on which the holder of the license establishes legal state residence. This section applies only to nonresident concealed weapon or concealed firearm licenseholders from states that honor Florida concealed weapon or concealed firearm licenses.

Section 2. This act shall take effect July 1, 1999.

on this webpage it further defines who is eligible to obtain a Florida CWP, it does not list any sort of residency requirement where someone has to be a Florida state resident:

Eligibility Requirements

You must be a citizen of the United States OR you must be deemed a lawful permanent resident alien by the U.S. Citizenship and Immigration Services (USCIS formerly INS).

so rumble and dogrunner appear to be right, there is nothing under Florida law that requires that you reside in Florida to be issued a different permit than if you reside outside of Florida.

I encourage somebody to try and get an answer from the Pa. AG. The way I read it is they are extending the reciprocity to residents of the state they have the agreement with.

It says so very plainly in the page I linked above.
 
I called the phone # on the back of my FL permit and asked this question two months ago.

I got escalated to a supervisor named Ken Wilkinson, who confirmed that PA honors FL permits regardless of residency. He also forwarded a message from Pennsylvania Chief Deputy Attorney General Robert Mulle received in March 2005 to this effect.

Anyone who wishes to verify is encouraged to do so.
 
You cannot carry in PA on a NR Florida permit.

In addition to the information posted by Spreadfire Arms and The Cavalry , Florida's CCW website regarding reciprocity states that only Michigan and New Hampshire are the only states that do not accept the non-resident Florida CCW. They keep this site updated and it is the best place to get your infomation about the Florida CCW.
