FOPA Question, or can i take my guns from conn to maine?

Now i know that the Firearm owners protection act of 1986 has a clause allowing transportation of firearms across non gun friendly states.

In my case, my submarine is currently in NH, several guys on the boat have guns in Conn, they want to bring them up to NH/ME area, but are under the impression that even setting foot in MASS with a gun is a felony.

Is the FOPA applicable? (it should be, but im no lawyer)
Are there any notifications that have to be made to the Mass St. Police?

Some help from gun owning New Englanders would be nice.

it would be technically legal, just like it would be to drive through NYC with a firearm in your vehicle.

However, some areas don't much mind violating federal law and without knowing local law enforcment I wouldn't venture a guess how they would react.
 
Regarding New Hampshire

Without a Massachusetts License to Carry Firearms, the weapon must be unloaded and locked in a container. This means either in a lockable container or the trunk. Once in Portsmouth, NH, the weapon is good to go except for carry on person. Without a NH carry permit, the pistol must be in plain sight. Open carry is uncommon in southern NH but you will probably get away with it if the weapon is in plain sight but unobtrusive ( the sheeple will probably not notice if only the grips are visible). I have a NH carry permit but I only carry openly up north where police response time is in the triple digits anyway.

FOPA is very definitely applicable, and it has been my understanding that at least the state troopers in MA are conversant with it, and recognize it. Dunno how that plays with the locals, but it doesn't affect the reality that the law applies. Just remember that it applies to through transit. If they stop for gas in MA I think that's considered in the normal course of travel, but if one of them has an aunt living in MA and they decide to stop in for a visit -- at that point MA becomes a detination and FOPA ceases to apply.
